It's not only about carbs, but about ingredients too. That's why you have to check the nutritional label and the list of ingredients.

Cool whip contains corn syrup and high-fructose corn syrup. These are nasty sugars, so they are not allowed on Atkins. They are not good for your health either.

Better make yourself some whipped cream using real cream and some sweetener allowed on Atkins.
