If it dies out when you steam it, you might be overcooking the fish.

Anyhow, I make "packets" take either aluminum foil or cooking parchment paper. Put the fish on a piece of it. Add the seasonings---salt, pepper, herbs, spices---add veggies if you want. Seal the packet. If using aluminum foil, fold the edges shut. If using parchment paper, need to wrap it like you are wrapping gift, making sure the edges are completely closed.

Either bake the packet, or in the case of the parchment paper one, microwave it .
