Yep. It really depends where those carbohydrates come from. To maximize your weight loss, you should get most of them from vegetables.

Are you only measuring your waist/stomach? Or did the other measurements not change either?

I'll assume you're on Induction... So, are you eating your 3 cups of vegetables? Also, as I wrote above, over half of your net carbs should come from veggies.
Are you careful not to go over your cheese limit of 3-4 oz per day?
Did you check what's in the summer sausage and in the dressing? I would be surprised if all the ingredients in the sausage were legal.

I was trying 1 of those atkins peanut bar things (the 2 net carb ones) but those confuse me also... it says 10g fiber, 2g sugar and 0 sugar alcohol's but a total of 22g carb... where are those other 10 magic grams going? is that what could be pusing me over?

Those are magic carbs indeed. The "real" nutritional info should say:
22 g carbohydrate
10 g glycerol
10 g dietary fiber
2 g sugar
Glycerol is supposedly not affecting blood sugar levels, so it can be subtracted from the total carbs. Yet, FDA ruled that it does not have to be listed on the label.

The problem is that some people do metabolize those carbs as sugar, so they can have an impact on blood sugar levels.
Check the ingredients in the bars. All the peanut bars contain peanuts, so they are not allowed during Induction, as per rule #5 in the Rules of Induction (DANDR, Chapter 11):

Plus, as Liv said, they are known stallers, despite their claimed "2 net carbs".
