According to DANDR 2002, you do not have to eat 12-15 net carbs coming from vegetables, but 3 cups. These three cups can either come from three cups of salad vegetables OR from two cups of salad vegetables and one cup of vegetables from the "Other Vegetables" list.
So as long as you are eating 3 cups per day, it's okay if your carb count is 10 net carbs. Just remember that over half of your net carbs should come from vegetables.
Also, I hope you are exaggerating when saying "eat more meat than anything else". Atkins is a high fat diet, not a high protein one. During Induction, approximately 65% of your total calories should come from fat and only 30% from protein.
