Try three of each and see what happens. After 20 mins he may be full. If not, then eat something else. Many times we get used to eating a certain quantity without realizing we could be satisfied with less. Also this is really high in cheese. check that he is getting only 3-4 ounces a day.
If your child is a teen, there are better options than Atkins. The book "Feed your Kids Well" by Fred Pescatore, is an Atkins based program for teens that guarantees their nutritional needs while losing.
