Weight loss isn't linear - some people lose more weight on the first week of induction, some on the second - I lost 10 my first week and 4 my second - no major changes. I suspect that the number of carbs/day the first & second weeks had less to do with it than losing water weight the first week due to entering ketosis.
That being said, some people lose better on OWL Rung 1 than induction, when they add more veggie carbs, some people lose better on less carbs. I just wouldn't put too much emphasis on the 1st vs. second week because the time period for each is too small to be scientifically significant, and the loss of water weight (which happens at the beginning of most diets) would skew the results.
I'd just try to follow the rules of induction as closely as possible (including the 3 cups of veggies every day) - it works
Congrats on planning to move up the rungs - it teaches good eating habits, something that most of us are lacking
