Food labels are NOT very scientific. The objective is their making money, not our education. They can round out fractions to the nearest number, legally, (on per serving measurements), often to their advantage both in label cost and marketability. For instance, les ink & space to write 0g than .49g, plus if 0 sells more, they can shrink the serving size to make it happen. So, 0g carbs per 1/2 oz serving could really be about 1g per ounce. Alas, there will always be some real differences, too in a particular food, because the tested samples may not be exactly the same.
