You're supposed to eat a combination of fats, proteins and carbs during your meals.
Snacks should be a combo of fat and protein. Ideally it should be higher in fat than protein, like a piece of cheese, a deviled egg, tuna and mayo. The fat will keep you satisfied longer because it takes longer to digest.
Dr. Atkins uses "liberally" in the same sense most other doctors use that term. It doesn't mean "go hog wild", but it means you are able to eat it if you want.
