1/4 cup is equal to 4 tablespoons. According to DANDR 2002, Chapter 8

How do you get the benefits of fiber without the carbs contained in these foods? The answer is supplementation. I recommend that you take one tablespoon of psyllium husks daily. Be sure to select a sugar-free product. You can also take one tablespoon coarse wheat bran or flaxseed meal.

So for Induction, 4 tablespoons of flaxmeal is too much. The only time you could possibly eat an amount that large is if you are constipated (according to Induction Rule # 12). And even with constipation, Dr. Atkins states in Chapter 23, that you "Start with one tablespoon in a large glass of water and increase of decrease the dose until the desired result occurs." So to 'fix' constipation, you don't start out eating 1/4 cup of flaxmeal.
