Nope, actually those are the rules on atkins.com, which were changed after Dr. Atkins died. What the last book published when Dr. Atkins was alive (
"Dr. Atkins' New Diet Revolution", 2002, also known here as DANDR 2002) says is that you should eat 3 cups of vegetables---either 3 cups of "salad vegetables" OR 2 cups of "salad vegetables" and 1 cup of "other vegetables". No mention of 12-15 g. If these three cups add to only 10 g, that's okay according to DANDR 2002.
You should also get the majority of your net carbs from vegetables. So if you eat 8 net carbs from those 3 cups of veggies, then you can only eat 7 from things like cheese, eggs, cream, sweeteners, avocado, olives, etc.

I'm not sure I understand what you mean.... You should eat only foods that are on the acceptable foods list. This is the list as in DANDR 2002 (this is the book we follow at ADBB) and is different from what you find on the Atkins website:

You can also choose foods higher in carbohydrates, so that you have more room for carbs from other sources. Most veggies on the "other vegetables" list are higher in carbs and dietary fiber. Just remember to measure everything raw.
