To answer your question... yes, even decaff can stall some people. Tea can stall as well (it does for me) even if it's decaff. My suggestion for you would be to drink only water for 2 weeks and see if this makes a difference.
Watch out processed meats and foods high in sodium, they might make you gain water weight. Everyone reacts differently to them.
Are you exercising? Exercise is an essential part of Atkins.
