I can't post a picture

For some reason or another I can't for the life of me post a picture. I have tried for 5 days. If anyone has any idea what I am doing wrong let me know. I click on browse choose a picture and the click on save changes and it goes to some kind of error page. It said to change my browser settings and I did and it still did not work. Thanks for any advice you may have.Oh and on my posting rules it says I can't add attachments would that cause the trouble with loading a pic?

Where are you trying to add the picture? Avatar, signature or body of post?

If you're trying to upload a picture for your avatar then make sure it's small enough.
