I've been wondering the same thing myself...

Rep power is "reputation" power. You gan give or receive these... like a reward or a cyberhug. If you want to give someone a rep point you have to click on the little scales icon in the right hand corner of posts. A box will appear and you can send a message saying why you're leaving rep. You'll be able to read rep messages you receive on your User CP page. You also get rep points for number of posts. It's something like a point for every 50 posts, I think (correct me if I'm wrong someone).

I tried to rep you but I have to spread more around before I can again, which means that I already repped you just recently. Like I said, you should see a message in User CP.

Oh... and each time you rep someone it doesn't mean you get a green rep square... those come with an accumulation of several reps.
