oh portland is wonderful!! and July is a great time to come here, especially coming from NV. Warm weather, not so much rain, and flowers everywhere - its gorgeous.
Downtown Portland is filled with stuff to do. I would check out Chinatown - great shops and the Japanese Garden. Another area to explore is the Hawthorne District - lots of vintage shops and something is always going on. Great dollar store there too. The Waterfront is a nice place to go. Its by the Willamette River and there is parks, and lots of people walking around, its just really really pretty.
Washington Square Park is also a wonderful place to visit. This is where the zoo is located, childrens museum, great hiking, and the Rose Garden. Hundreds of variety of roses - popular place to get married.
The coast. Its not called the beach, or the shore, or where the ocean meets sand, its the coast. yay for pretentiousness lol. There are so many many things to do on the coast. Seaside is a popular tourist attraction - great shops. Cannon Beach has a more artsy feel to it and you can see Haystack Rock. If you have seen The Goonies you will recognize Haystack Rock. The Goonies was actually filmed in Astoria. You can go there to see the sea lions. Further down the coast is Tillamook - greatest cheese on the planet. The cheese factory tour is amusing and you can get cheese samples and buy cheese and ice cream. You can't beat Tillamook ice cream, you just cant. Keep going and you'll reach Lincoln city where its most popular for gambling. Then there is Newport Bay. This town you might want to make a day of it. The aquarium there is amazing and you'll want to spend some time there, they also have a wax museum and a ripley's believe it or not.
As far as places to eat go there in one place I recommend. Greek Cuisina. Its downtown and you cant miss it, it has a giant octopus on the building. Some of the best greek food I have ever eaten. Upstairs they have a night club and if you make reservations for the Taverna you get dinner & a greek show. Music, throwing plates, belly dancing, and free flowing ouzo

Portland is just filled with activity and its very ecclectic. There is always something to do. On the weekends they have the Saturday Market which is essentially a giant flea market held on the weekends. Local artists get a chance to show off and sell their stuff. Hope you bring a lot of money - you will want to spend it.
You will love visiting here and you will love living here. No sales tax is wonderful once you get used to it AND we dont have to pump our own gas. I moved here from Phoenix and its the best move I have ever made. Ive lived here for 4 years now and I am proud to call it home.
