| 5 net carbs of milk is about 3.5 fluid ounces (7 tablespoons) which isn't a very large amount, but can be added in the second rung of OWL. I thin heavy cream (double cream in UK) down with water for a milky consistency for use in place of milk in recipes, and 2-3 tablespoons of cream is allowed on induction. I don't know whether it would taste like milk for drinking in place of it though.
