In any case, during Induction, you only eat more than a tablespoon of flax meal per day if you are constipated. You can add more flax in OWL Rung 3, if you want. If you are constipated, you try two tablespoons and see if that "fix" the problem. If they don't, you add another tablespoon. The idea is not to use flax meal as a free food just because it's low in net carbs.
ETA: Re-reading what I wrote, I think that was a bit muddled. The recipe in the link above is allowed on OWL Rung 2 only if you are constipated. Otherwise the recipe is only "legal" for OWL Rung 3.
