Turning on/off "always allow HTML" Where is it?

I saw this in one of Sticky's post:
Tip: Never turn on Always allow HTML: This is for your security in case a poster were to put malicious html code in their message.

Where do I find this control? I looked under profile, options, email, password....can't find it.

Can someone help?
